The National Governors Association has compiled state by state green economy profiles, which include Pennsylvania. The purpose of the study, as described on the website, is the following:
"As with all economic, workforce, and energy development strategies, the NGA Center encourages states to start with a careful analysis of their existing capabilities and strengths and build on those. The profile analyzes the scope of green business activity in each state from 2000 to 2007 (the latest year data is available) and patent activity from 1994 to 2008. Such an analysis can reveal areas of comparative advantage, targets for workforce development, and opportunities for building partnerships within and across green industry segments."

Green grant resources
An online resource, made possible by the U.S. Department of Energy and several key partners, provides listings of grants, loans, and incentive programs for energy efficiency and green needs. The Database of State Incentives for Renewables and Efficiency, or DSIRE, has a Pennsylvania page, which can be found here.
Another online database, Open Energy Info, houses a fairly comprehensive and searchable database of grants and financial programs to support energy-related projects and programs.
The Pennsylvania Department of Environmental Protection has also created an informative sheet on funding opportunities in the State, which is available in Microsoft Word format.

PA Climate Change Action Plan released

Nearly $20 million available for wind projects
Latest Investment to Create Jobs in One of America’s Fastest Growing States for Wind Energy
Harrisburg – Governor Edward G. Rendell announced that $19.8 million in American Recovery and Reinvestment Act funding is now available for large-scale wind projects that will generate clean energy, spur new orders for the Keystone State’s green energy manufacturers, and put Pennsylvanians back to work.
Application deadline is 4 p.m. on Dec. 31.
